C-PACE stands for Commercial Property Assessed Clean Energy. It's a financing program that helps all commercial and residential property owners pay for energy efficiency, water conservation, and other sustainability upgrades at no cost to Vermont tax payers.

VERMONT'S PACE HISTORY Former PACE laws cost Vermont tax payers their own tax dollars. C PACE does not cost Vermont tax payers any money accept for lo no costs for the administration of the program.
VERMONT'S PACE TIMELINE
2009 VT ACT 45 (H.446): Vermont passed PACE program legislation in Act 45 (H.446) The Vermont Energy Act of 2009. Act 45 §3267. ELIGIBLE ENERGY EFFICIENCY PROJECTS. Those entities appointed as energy efficiency utilities under subsection 209(d) of Title 30 shall develop a list of eligible energy efficiency projects and shall make the list available to the public on or before July 1 of each year.
2011 VT Act 47 ( H.56): Dorset and others enact R-PACE. Energy Bill of 2011 No. 47 ( H.56) provided far more structure than the earlier bill, and created the opportunity for towns to really get going with PACE. Thirteen Vermont Towns already have PACE districts set up, and at least 19 more will vote on PACE districts with 2012 Town Meeting votes.
2016 VT Act 45 (H.446): Burlington Vermont Enacts R-PACE under Act 45. The Vermont PACE Program can be used to finance residential (1-4 unit) energy efficiency and renewable energy improvements. Developed by Efficiency Vermont and the Burlington Electric Department (BED) in accordance with Act 45, the Vermont Energy Act of 2009, which states that “energy efficiency projects shall be those that are eligible under section 3267 of this title.

“ Along with the addition of all commercial properties ( C-PACE) can also be a Vermont public benefit statute of State and municipal law that facilitates paying for energy related improvements to eligible buildings by authorizing municipalities to secure repayment of the financing through a benefit assessment lien that is recorded on property’s deed. It costs zero tax dollars to Vermonters except for associated costs to administrate the program.”
