New Bipartisan Legislation to Deliver C-PACE Financing for Vermont is Key
In January 2025, Vermont is set to introduce new C-PACE (Commercial Property Assessed Clean Energy) legislation—a bipartisan initiative led by state lawmakers and housing commissioners. The legislation, spearheaded by Mike Davidson, a successful commercial property owner and (re)developer of ExecuSuite llc, with his management company Ledgeworks are responsible for White Rivers Junction Vermont’s thriving revitalization. Mike now aims to revolutionize financing for energy-efficient housing development this year for across the state at no cost to tax payers.
Vermonters remain at the forefront of clean and renewable energy solutions, establishing R-PACE for residential housing since 2006 and now expanding the impact with C-PACE financing for commercial buildings in 2025.
What in the world is C- PACE ?
A financing is a tool that allows developers to pay for energy related improvements, and is offered in 40 states and Washington D.C.

- Secures repayment through a property assessment lien recorded on the property deed
- Provides low-risk, long-term financing to facilitate energy-efficient building upgrades
“ Along with the addition of all commercial properties ( C-PACE) is soon to be a Vermont public benefit statute of State and municipal law that facilitates paying for energy related improvements to eligible buildings by authorizing municipalities to secure repayment of the financing through a benefit assessment lien that is recorded on property’s deed. It costs zero tax dollars to Vermonters except for associated costs to administrate the program.”

The burner supports further exploration of expanding the use of wood heating in Vermont.
In 2024, Mike’s team starts the master plan for @Goddard’s energy future. Mike promises that he can have housing ready in six months once C PACE VT financing legislation is passed in 2025.
