C-PACE (Commercial Property Assessed Clean Energy) financing allows property owners to finance energy efficiency and renewable energy improvements with no upfront costs, repaying the investment over time through a special assessment on their property tax bill. It's a win-win for property owners and the environment!

Former PACE laws cost Vermont tax payers their own tax dollars.
 C PACE does not cost Vermont tax payers any money accept for lo no costs for the administration of the program. 

​2009 VT ACT 45 (H.446):                                                                                                                                                Vermont passed PACE program legislation in Act 45 (H.446) The Vermont Energy Act of 2009. Act 45 §3267. ELIGIBLE ENERGY EFFICIENCY PROJECTS.   Those entities appointed as energy efficiency utilities under subsection 209(d) of Title 30 shall develop a list of eligible energy efficiency projects and shall make the list available to the public on or before July 1 of each year.

2011 VT Act 47 ( H.56):                                                                                                                                                   Dorset and others enact R-PACE. Energy Bill of 2011 No. 47 ( H.56) provided far more structure than the earlier bill, and created the opportunity for towns to really get going with PACE. Thirteen Vermont Towns already have PACE districts set up, and at least 19 more will vote on PACE districts with 2012 Town Meeting votes.

2016 VT Act 45 (H.446):                                                                                                                                                Burlington Vermont Enacts R-PACE under Act 45. The Vermont PACE Program can be used to finance residential (1-4 unit) energy efficiency and renewable energy improvements. Developed by Efficiency Vermont and the Burlington Electric Department (BED) in accordance with Act 45, the Vermont Energy Act of 2009, which states that “energy efficiency projects shall be those that are eligible under section 3267 of this title. 

What in the world is PACE ? PACE and C- PACE  incentivizes the reduction in energy. ​C Pace is  financing tool that allows developers to pay for energy related improvements.

C-PACE 

  • Requires no taxpayer funding, only administrative costs for program management
  • Secures repayment through a property assessment lien recorded on the property deed
  • Provides low-risk, long-term financing to facilitate energy-efficient building upgrades
“ Along with the addition of all commercial properties ( C-PACE) can also be a Vermont public benefit statute of State and municipal law that facilitates paying for energy related improvements to eligible buildings by authorizing municipalities to secure repayment of the financing through a benefit assessment lien that is recorded on property’s deed. It costs zero tax dollars to Vermonters except for associated costs to administrate the program.”

Commercial Property owner Mike Davidson , with his Master Planner, pledge  (re)developed housing units, planned with clean and resilient energy improvements, to be available to 200 Vermonters in 2026-27 at no cost to Vermont tax payers, once C PACE becomes VT law.

Video Vermont BioMass Energy : In 2017 @Goddard College Plainfield VT District: Biomass Heating Plant backed by USDA, and used for research by BERC and REV. In 2024, now the plant is owned by Mike Davidson and company.

​2017 VIDEO: On opening day, Vermont's "Bob The Green Guy" Bob Farnham,  takes us inside Goddard College’s to see the new wood chip fueled district heating plant that also is used for research by  Biomass Energy Research Center (BERC) and Renewable Energy Vermont (REV) . As the burner heats @Goddard, 6he burner supports further exploration of expanding the use of wood heating in Vermont.

Update 2024: @Goddard’s owner Mike Davidson and his team start the GEMM master plan for @Goddard’s energy future. Mike promises that he can have housing ready in six months once C PACE VT financing becomes the law  in 2025.
