THE STORY PART I BACK GROUND and the BACKSTORY:
In January 2025, Vermont is set to introduce new C-PACE (Commercial Property Assessed Clean Energy) legislation - a bipartisan initiative led by citizens, businesses, and state lawmakers. This legislative initiative is spearheaded by Mike Davidson. Mike is a local Dartmouth Grad and a highly skilled trades craftsman who later became a commercial property owner. His continuing work entails redeveloping older buildings and putting them back into good use through his company ExecuSuite LLC (along with his management company Ledgeworks).
They are responsible for White River Junction, VT’s agelessness in repurposing buildings on Main St. for multiple-use to serve all generations as the revitalization of Main Street continues. Mike took ownership of that vision, and worked to take old and forgotten structures through their individualized natural evolution, transforming the structures for current day use. Each space serves the day to day needs of local people and visitors of that region every day. This includes ranges of housing for all ages and backgrounds, plus restaurants, offices, art studios, theaters, clubs, and shops.
Today, White River Junction is known not only as a stop on the AMTRAK, but as a vibrant, multi-generational, economically viable place to visit, live and work. This success is due to Mike’s valuing of collaboration. Including with WRJ's direct connection to artists and the great outdoors. As a result of these continuing endeavors, Vermont has given WRJ the moniker "a creative community.”
Now Mike is applying his vision to further include multiple relationships to clean energy. By Vermont passing the C-PACE ACT for energy improvements, Mike promises that he and his team will deliver new housing units to 200 Vermonters from two currently owned properties which are already underway in their redesign and building processes. The two locations are in Washington and Windsor Counties. And he can do even more with clean energy improvements through C-PACE financing, at no cost to Vermont tax payers, because the owner/developer carries the costs.
Mike can immediately answer the Governor's and State’s call for available and affordable housing units for Vermonters. Mike’s two properties can be delivered this very same year, when C-PACE financing for clean energy improvements is the law (at no cost to tax-payers). With that, Vermont can extend the meaning and definition for updating current uses for Vermont’s building inventory, and also can include new housing starts.
Planning: C PACE frees up Vermont to unify master planning. From natural and agricultural uses, all the way to retrofits of pre-existing commercial properties, to new commercial housing with any other commercially useful properties setting Vermont back on the purpose of sustaining clean energy improvements.
With C PACE, Everything old is new again. The average age of Mike Davidson’s redeveloped properties is 75 years, making the adage “everything old is new again” ring true. In order for him, and others, to successfully build sustainable businesses, Mike is informed by history, architecture and craftsmanship, and the properties’ relationship to human nature and the natural world.
Mike sees like an artist, and practices as a craftsman, mixing science and engineering for sustaining generational use and growth, while delivering beautiful and sustainable properties. He, along with his company (including local master planner GEMM and financiers CounterpointeSRE) are local to Vermont, and are here to stay to continually do the necessary work, both short and long term.
Vermonters can be assured that Mike’s team are tapped into Vermont citizens, and pledge to keep up the pace in commercial planning and building. They plan to deliver affordable clean and renewable energy solutions inside commercial (re)development(s), while furthering advancements in clean energy delivery systems.
THE STORY PART II HOUSING | ENERGY |ECONOMIC DEVELOPMENT | FINANCE:
Once upon a time, Vermonters were known to be at the forefront of clean and renewable energy. But according to CounterpointeSRE, Vermont’s current rank for commercial sustainability is in the lowest tier of 10 states in the country. In 2006, Vermont passed PACE legislation into law. But the earnest commitment to clean energy lacks follow-through. Somehow or other, Vermont slipped up. Today, Vermont can enact C-PACE financing for commercial clean energy improvements.
Vermont steps back up to set pace by passing C-PACE VT 2025 into law. Indeed, even Alaska has C-PACE legislation, as does every one of Vermont’s regional neighbors New York, Maine, and Connecticut. Even New Hampshire, long considered a conservative state compared to Vermont, is now ready to enact C-PACE.
Mike’s team compared legislation nationally and chose North Carolina as their #1 template for Vermont. The thoughts behind those reasons in making NC the #1 choice, along with the Model Legislation itself, are listed below for Vermont’s use.
By extending existing Vermont PACE 2006 with a new bill modeled on North Carolina, C-PACE VT 2025 for financing, this allows all of Vermont’s commercial property owners and developers to gain immediate access to money needed for retrofitting, or to build clean and renewable energy solutions into commercial real estate that does not cost Vermonter tax payers their hard earned money.
By passing C-PACE, Vermont citizen legislators give back to Vermonter’s economic, environmental, and energy future. Further, the housing crisis can be immediately addressed. At a minimum, 200 people can be housed this very year in Windsor and Washington Counties, per Mike set top stand and deliver, with C-PACE financing in place.
Going forward, every commercial farmer, commercial business property owner and developer, every housing development, no matter the age, shape, or size, benefits by the owner's own ability to freely choose easy access borrowing of money that is wanted or needed to retrofit and or build sustainable clean energy improvements and move Vermont forward with C-PACE.
Indeed, a free market economy can co-exist with Vermont’s federal, state public money, the grants / subsidies and non profits, while delivering actual commercial housing units this year from Mike, and perhaps others. Examples of CrosspointeSRE works with non-profits, co-ops, Community Land Trusts, along with the USDA are found below.
This is all made possible by our ability to easily access C-PACE financing. With that, Vermont will see a clear and measurable gain in its data, because it is open for business to the clean green free capital market. Vermont’s data will show us tracking, within Vermont’s already existing economic and energy sectors charts, as on the up swing, instead of the downturn. C-PACE directly serves every age and background of every Vermonter. And at no cost to Vermont tax payers.
Towards further embracing our relationship to the climate, with Vermont's rich heritage rooted in the land and agriculture, Vermonters tend to have ingenious common sense for simply solving the problem. Years ago, Vermonters, Robbins and Lawrence, Windsor, Vermont, hand crafted and created what became today's automation systems - by their reimagining the making of guns, so parts could be replaceable, guns became fixable, and no longer just disposable. Common sense solutions might be in Vermont’s drinking water. We can again lead in common sense clean energy solutions that are useful, do not cost tax payers, and are custom fit to the communities purpose(s).
Energy's next wave will provide simple, affordable, well- designed clean energy solutions. This is an easy problem for Vermonters to help solve, because we use our own common sense, which is drawn from our wealth of hands-on experience with natural resources . Putting C-PACE financing into the hands of Vermonters, as easily available for commercial property owners and developers, is just plain common sense for Vermonters.
The C-PACE VT Act lies in accord with Vermonters’ freedom and unity. We all agree no matter the party or politics or persuasion or age: affordable clean energy that keeps time and harmony with nature herself, is that one something we all can vote YAY on and improve while solving the housing crisis today.
